Q. What is Issue 32 for Grandview Heights on the November 2022 ballot?
A: A bond issue in the amount of $25,000,000 to fund a new Fire/EMS, Police, and Administrative Services Facility to be repaid annually over a maximum of 28 years.
Q. Why is a new Fire/EMS, Police, and Administrative Services Facility needed?
A. Our city’s vital safety services have outgrown the space. The last substantial investment to the building was the 1963 addition of the Police Department and part of the administrative offices. Much of the building at 1016 Grandview Avenue is 98 years old and is operationally obsolete. The building lacks functional necessities to meet 21st century standards, including haz-mat protection zones, security features, fire/EMS living quarters, police interview rooms and holding areas, elevators, and other ADA-compliant elements.
Q. Why build a new facility rather than expand and improve the existing building?
A. The site at 1016 Grandview Avenue simply is not large enough to accommodate needed building expansion and adequate parking. Moreover, safety services are 24/7 operations; to build a new building at the current site would require interim relocation of vital Fire/EMS and Police services.
Q. Where will the new Fire/EMS, Police, and Administrative Services Facility be located?
A: Based on community input during the 2018 Spaces & Places planning process, the new Fire/EMS, Police, and Administrative Services Facility would be located at 1525 Goodale (the site of the former Public Services complex).
Q: Are there also plans for the Parks & Recreation building (Grandview Center) on Goodale to be relocated?
A: Yes, the existing Parks & Recreation building (1515 Goodale) will be moved to the site of the current McKinley Shelter. Engineering studies concluded the only safe entry and exit for emergency vehicles with the new facility is on to Goodale Boulevard, which requires moving the Parks & Recreation building. The City is also committed to improving residents’ access to Parks & Recreation services (e.g., fitness, social events, afterschool programming) – and moving the building will allow it to be better used for programming for all ages.
Q. What will happen with the current site and building at 1016 Grandview Avenue?
A: The site at 1016 Grandview Avenue will be converted to parkland – providing a 1.5-acre expansion of the adjacent Wyman Woods Park. Community input will be sought as a part of a future Parks Master Planning process to determine the best future use of the existing building.
Q. How much will Issue 32 cost me?
A: With voter approval of Issue 32, most homeowners would pay $136 per $100,000 of market value annually for a single-family home. According to the County Auditor’s Office, the current average market value of a single-family home in Grandview Heights is $465,000, so the average cost per homeowner will be approximately $632 annually.
Q: Will Issue 32 pay for the entire project?
A: No. While all of the bond issue funds will be used for the new Fire/EMS, Police & Administrative Services Facility, the estimated total cost of the project is $31-35,000,000. Over the last nine years, the City has set aside cash reserves that will be used in combination with the funds generated from voter approval of Issue 32 for the project.

Q: What has been considered in determining the estimated cost of the proposed new Fire/EMS, Police, and Administrative Services facility?
A: Our overall estimate of $31-35M includes three projects – the new F/EPAS building, a new Grandview Center building, and a reserve for implementation of interim provisions for the existing Municipal Building site at 1016 Grandview Avenue – and includes both hard construction costs and other “soft costs,” such as design services, furnishings and equipment, financing, insurance, and various contingencies. The estimated construction cost (not including soft costs) for the F/EPAS building alone is approximately $24.3M.
The estimates provided for our capital plan overall have been vetted by multiple construction industry professionals engaged during the planning phase. According to those professionals, their estimates are responsive to anticipated costs for our particular kind of building (shared among multiple functions), account for inflation and other factors impacting construction costs in Central Ohio right now and which are predicted to endure through the foreseeable future, and will provide for an appropriate level of facility design, durability and resiliency for our community.
Q: What is the project timeline?
A: With voter approval of Issue 32, the City will proceed immediately with design and engineering of the Fire/EMS, Police, and Administrative Services Facility and new Parks & Recreation building at McKinley Field.
